Apple has released interim updates for all its systems. In addition to improving performance, they add a number of new features. That's what's changed.
iOS and iPadOS 16.4
21 new emojis;
web applications now support notifications on the Home screen;

watchOS 9.4
21 new emojis;
alarms no longer turn off in "Sleep Mode" if the user closes the watch screen with his hand;
arrhythmia detection has become available to users from Colombia, Malaysia, Moldova, Thailand and Ukraine;
Cycle tracking with ovulation forecasts and warnings in case of deviations is available for users from Moldova and Ukraine.
To upgrade your watch to watchOS 9.4, you first need to upgrade your iPhone to iOS 16.4.
